Appearance:
Very akin to her own Diamond, Silica sports nearly full-body coverage in form of a giant coat with a hood. It constantly covers her eyes, but it is generally assumed that they are of glowing blue color. This can be assumed due to the faint blue color escaping from under her hood. As other Silica Gems, she is also very tall. - About a head taller than Garnet. This massive size can sometimes lead to uneducated Gems mistaking her for a fusion.
Despite this, she is actually rather frail compared to even gems like Rubies and clearly, she is not made for physical combat.
Personality:
Gem Silica is a very calm Gem, comparable to the cold demeanor of other gems from Blue Diamond's court. A diplomat in nature, Silica tends to solve problems with words instead of direct action. She is always sure to take the route of diplomacy over warfare and much more prefers when things go smoothly that way. Despite this, she can be a bit too blunt to her allies and friends, making her seem like she doesn't even care for them. Sometimes it even seems like she is zoned out a little or not paying attention, this can be associated with the Gem's abilities.
Unlike many Homeworld Gems, Silica loves the Earth and thinks the planet is a very nice place to build a colony. Despite enjoying the planet's ecosystem, she does believe that Homeworld's colonization is a rational decision that will benefit the matriarchy. She herself would sometimes like to see more of the planet before it is turned into a Gem colony.
Likes:
Gem Silica loves quiet and peaceful conversation, reasonable people and people who are devoted to their work. She believes that if you can solve something with arguments, you shouldn't go the violent route and loves people who think the same. Despite this, she also likes having her arguments and thoughts challenged, for Silica thinks that it is important to argue for the sake of self-improvement and having a better view of the world.
Silica also likes the Earth a lot, especially nature. It is no secret that she would one day want to take a stroll through the forests or cities the planet has to offer. Sadly, Gems like her can pull a lot of attention this way.
Dislikes:
Conflict of any physical kind. If something can be done without it, Silica will make sure to do it that way. She despises overly-violent reactions and erratic behavior. While she occasionally understands sarcasm and jokes, she dislikes when they are made at the expense of somebody, including herself and other Gems. Being quite merciful herself, the reasonable Silica abhors shattering of other Gems.
Fears:
Silica is afraid that she would have to take arms against enemies of the Homeworld one day. Preferring peace and reason, she would be absolutely terrified to use her powers in order to harm other gems.
Weapon:
Although Silica never summoned her weapon, it would happen to be a small letter-opener, not really made for combat or anything. Still, it could be used for such.
Ability:
Similarly to Sapphires' future vision, Silica Gems have seemingly unexplained ability to exist on several different plains of reality. They do not simply exist in the present and do not only see the present, they partially exist in certain frames of past and future. While this ability can't be controlled, by using this the Silica Gems can see events that already unfolded or are yet to take place. Unlike Sapphires, their ability also never sees a certain route or pathway: they simply see countless eventualities depending on the decisions made by others. - While unreliable, this ability allows Silica Gems to see their current situation from multiple points of view: making them very good decisionmakers for the Diamonds. While they exist in these different spheres of reality, they can't affect them in any shape or form: they can simply see them.
It is basically opposite of Sapphire's future vision. While Sapphire would say "It was bound to happen," A Silica would disagree, seeing countless different eventualities and realities where the certain action did not happen.

Silica Gems have no apparent secondary ability, they possess only the standard set of Gem abilities and the ability to see potential alternate realities.

Gem Silica, Facet-5D8G, Cut-8XM is one of the few very rare and valuable aristocratic Silica Gems in Blue Diamond's court. There isn't many of them in existence and they are told to be even rarer than Sapphires. Despite this, they rank slightly lower than Sapphires in Homeworld hierarchy. However, it isn't uncommon for the two Gem types to mingle on occasions such as meetings or gatherings of Gem Aristocracy.
This particular Silica Gem was created on Homeworld when Gemkind was still in the times of development. She saw the birth of the first Gem colonies and occupations. No doubt, Silica has seen many planets, still none of them even remotely comparable to Earth. Since her creation with the rest of her kind, Silica was established in Blue Diamond's court and quickly became very popular with it. She'd often argue and share her ideas with the other diplomats, helping forge the strong infrastructure Homeworld currently has.
When Earth was discovered, Silica still stood vigil on Homeworld, hoping she could see the planet one day with her own eyes. This wouldn't come to pass until countless thousands of years into the future. By assignment of Blue Diamond herself, Silica was sent to Earth in order to aid Homeworld in diplomatic missions. - As of now, she is traveling in a Roaming Eye ship with a small escort of Rubies to the Moon Base.
Character Arcs:
Earth, My Bittersweet Earth - Silica is indulged and accustomed with Earth on the Moon Base and allowed to land on the planet. Soon, she will, however, learn that Earth isn't the ideal patch of new colony she had it for.
Crystal Clear - Silica meets a Crystal Gem and attempts to calmly socialize with them in order to understand their reasoning for defending the Earth.
Dark Future - Silica manages to snatch glimpses of the Gem War occurring in the near future while strolling on the surface of Earth. Seeing this reality, she will attempt to approach Pink Diamond with her terrible concerns and visions, hoping for her to leave Earth alone.
Worthless - Being turned down by Pink Diamond, Silica decides to think about her whole stance on Homeworld. Despite seeing the war happening, she will try to do her best to stop it from turning out this way.
Earth, My Sweet Earth - A sort of reprise to Earth, My Bittersweet Earth, Silica will finally get used to Earth, deciding to stay on the planet despite the dark future it holds and the dangers that lurk in the present.

NOTE: Similarly to what you did with Yellow Sapphire's application, this ability wouldn't be used to affect anything combat related. - I will not be blaming Silica dodging projectiles like in the Matrix just because she foresaw it. Likewise, I won't make her know everything that happened in the past. I'm very persistent on this ability, as you can see. - If you still don't quite understand it, it is very similar to Griffin's ability from the Third Man in Black movie, it explains that quite well.
