The same way we have Character template, I think we should also make one for NPCs. - Since a lot of us have NPC allies, like my Rubies or 7XB's Rubies, not to mention Toast's Tanzanite and the Gem Mutants of Broken Gems.
Obviously, I'm not sure what kind of limitations should we set as of now, just suggesting.

I think having a Character Template for NPCs would be kinda off as we are only able to have three playable characters, it's like making another playable character in a way unless given decent limitations. It's not a bad idea it's just that it wouldn't be necessary really.
I like this idea a lot, because I think it would not only prevent abuse of NPC allowance on the site, but it would also allow opportunity for players to utilize "NPCs" that other players have come up with, ultimately adding a layer of lore and depth, and helping "NPCs" sort of live up to their name. We have been fine using NPCs so far on an honor system but I think putting a more solid system in place would be helpful especially since I have seen a few instances where NPCs were involved in combat. I think our group is good at communicating with each other in the PMs about NPC use, but getting a system in place sooner than later could be advantageous.
I would suggest that there is a thread where players can all post their contributions to the NPC pool, and they might label these NPCs as "Open" or "Closed"; Open NPCs would be available for all players to use in their threads as a reoccurring characters, while Closed NPCs would be those like personal pearls or ruby squads which wouldn't exactly be full fledged characters. We might have a short template for each that just has crucial information on it, but because it's a template, the players can decide what information to provide about their NPCs mostly.
If people would still want to do this I’d definitely use this just for reoccurring background characters. I wouldn’t really want to personally put down all of them but just for some site consistency. And the npcs we use would still be free to make but these ones are free to use and people could update the post based on whether they’ve poofed or bubbles one of the npcs in a thread that way they aren’t just always hanging around with no consistency.
This Site will likely have unmarked Spoilers for the entirety of the Steven Universe Franchise, it is recommended that you go watch the show if you have not already before looking around the site.
Note: This Roleplay is an AU to Steven Universe, with its own Story to tell that will deviate from the show. While the show focused on Rose’s Son Steven, The RP instead presents an AU, where Rose started the rebellion conflict in modern day instead of 6000 years ago, and the story focuses on the conflict between the Homeworld loyalists, and Crystal Gem Rebels.

Differances Between the Roleplay and the Show
•Within the Show, Rose Quartz Rebelled against Homeworld 6000 years ago. On the Site she waited and only started the rebellion in 2013
•In the Show, Pink Diamond was Shorter then the other Diamonds, and only had a short time commanding her Colony before the rebellion started. On the Site, as Rose Hesitated, Pink has had several thousands of years experience in managing her colony, and additionally is of a height and stature the same as Blue and Yellow Diamond.
•In the Show, the Colony was very early in production before the rebellion happened, thus explaining the lack of frequent Gem structures on Earth. In the Roleplay, the Earth has the same amount of Gem structures as the show, buts its because construction on Pink's colony was very slow due to Earth being on the furthest Edge of the Gem empire
•In the Show, the Crystal Temple was implied to have been built after the Rebellion, On the Site, its implied to have been retrofitted from a Homeworld Temple structure.
