Do not get me wrong, I like the idea of gems having weapons of their own and all, but the thought came to mind that maybe they could have ranged weapons like semi-automatic rifles or just guns in general? With an army you can have a lot of soldiers, but to decrease the chances of losing more gems to rebels/aliens? Something that is standard, like say you only have those weapons your given, you have a rifle or pistol but your secondary can be the weapon the gem comes with.
I was thinking something like, "HomeWorld Weapons Development Program." Or HWDP for short. I was gonna make it but before I do I was gonna throw the idea out there.
Normally weapons like these are used for ranged attacks, however if a target is to be taken out swiftly from a distance you have those kinds of weapons. Sure, you have bows and crossbows, but I figured HomeWorld could kinda remove those old fashion weapons and mass produce something more potent. Energy weapons more specifically. I mean, Gems are advanced enough to have weapons like that.
I was also thinking of added armor to help protect against explosives like grenades, or military weapons that humans use. All to an extent of course. This would also help with protection against Corrupt gems and weapons be used to take them out easier. Also, rebels could also get a few of these through smuggling, just to make things interesting.
Hm, so you can actually have weapons outside of your summoned-weapon that are designed by Homeworld, as my character has one herself. You can also have weapons that humans normally wield as well, however you have to pass the the former by NJ or an Administrator just to be sure it stays in the realm of what is balanced site-wise.
As for your idea for a in-character program, I would look into making a Faction that represents this, and ask NJ if the faction can be in charge of designing weaponry for Homeworld which can be distributed to players if they like.
Understand, however, that this will require a lot of balancing. As this will get Homeworld character's a very large advantage in terms of an expanded arsenal and much more, also keep in mind that Homeworld Characters with higher power can call in support through NPC's, and things of that nature and already have a lot of assets at their disposal, adding these weapons should accompany things like durability of these weapons, cooldown on their fire rate and things of that nature. There's no real action system on this forum, so if someone has something like a laser-rifle with high rates of fire--measuring how many shots can be delivered in a post and things of that nature will have to be kept in mind as well. Which may also be too complicated for roleplayers who are simply looking for a good time, and aren't really interested in combat.

Differances Between the Roleplay and the Show
•Within the Show, Rose Quartz Rebelled against Homeworld 6000 years ago. On the Site she waited and only started the rebellion in 2013
•In the Show, Pink Diamond was Shorter then the other Diamonds, and only had a short time commanding her Colony before the rebellion started. On the Site, as Rose Hesitated, Pink has had several thousands of years experience in managing her colony, and additionally is of a height and stature the same as Blue and Yellow Diamond.
•In the Show, the Colony was very early in production before the rebellion happened, thus explaining the lack of frequent Gem structures on Earth. In the Roleplay, the Earth has the same amount of Gem structures as the show, buts its because construction on Pink's colony was very slow due to Earth being on the furthest Edge of the Gem empire
•In the Show, the Crystal Temple was implied to have been built after the Rebellion, On the Site, its implied to have been retrofitted from a Homeworld Temple structure.
